To assess which interventions would be the most effective and cost-effective for the EU to invest in, to contribute to ensuring an inclusive and quality education for all Zambians. Specific objective was to inform the EU of the most effective and cost-effective interventions for Early Childhood Education (ECE), primary and secondary education in Zambia.  The requested services involved developing a framework of possible interventions in the following three education sub-sectors:  Early childhood education and development (ECED), Primary education, Secondary education
