The Experts profile should cover:

Expert 1. Cat.II, Coordination expert for methodology and VET, support of pilot project implementation in Dnipropetrovsk region.

·        At least 10 years of professional experience on education and training in Ukrainian context, methodological development of VET content, coordination experience.

·        Excellent knowledge of VET pedagogies and methodological work and their implementation proven by academic background and/or hands-on experience

·        Experience at national level, specific to Dnipropetrovsk region of Ukraine.

·        Very good experience in delivering methodological assignments related to VET in Ukraine, coordinating with regional/national stakeholders and experts, drafting

Torino Process Level 2: Review of policies for lifelong learning in Tunisia, Morocco, and Jordan

INCOM is looking for one One international cat I International and in-country expertise, organisation of site visits, production of policy review reports.

The aim of this assignment is to : to support ETF in implementing the reviews of LLL policies in selected countries. The overarching goal of the country policy reviews is twofold: to explain the monitoring results (Level 1) and provide guidance for timely policy actions in support of system change for lifelong learning in areas of importance to partner countries (see examples of these thematic areas in the matrix below and for further details please consult the attached working paper Torino Process Reviews of policies for LLL: Scope and key thematic areas, Samples of guiding questions , Selected good EU practices).

The Expert profile should cover:

  • At least 15 years of professional experience on education and training with hands on experience.
  • Excellent knowledge of LLL policies, systemic reforms, and their implementation proven by academic background and/or hands-on experience with the analysis of such policies and reforms in view of suggesting improvements to policy design and implementation.
  • Specific knowledge on one or more of the lifelong learning thematic areas (see table1)
  • Very good knowledge of EU member states education and training systems, as well as their LLL frameworks and practices.
  • Very good experience in carrying out these kinds of assignments, coordinating with national stakeholders and experts and drafting similar analysis and publications.

INCOM is looking for one One international expert, Monitoring, Evaluation and Impact Assessment specialist, to support with the research design  of a Pilot on impact assessment of Active Labour Market Policies in the Republic of Moldova. The aim of this assignment is to support the LMO in the preparation of methodology for impact assessment of one selected ALMP measure/service[1], which would allow the LMO to implement a pilot exercise, respecting staff and financial possibilities of the observatory. It is assumed that the LMO would use this pilot to integrate impact assessment as a regular part of their activities to support the policy process by systematically accumulating evidence about the effects of ALMPs. The main objectives of this activity are:

  • To prepare a methodology in cooperation with the LMO for the implementation of (pilot) impact assessment of a selected ALMP measure/service.
  • To build capacities of the LMO in designing, implementation and analysis for impact assessment

The Expert profile should cover:

  • Education at least up to Masters Degree level or equivalent
  • at least 10 years of relevant professional experience of which at least 7 years related to the thematic area in the request for services.
  • Very good knowledge and between 5 and 10 years and experience in monitoring, evaluation and impact assessment, including hands-on experience in design, implementation and analysis of impact assessment assignments.
  • Demonstrated experience – through reports and/or projects – in conducting econometric analysis (as part of impact evaluations), with a focus on experimental or quasi-experimental approaches.

Compétences linguistiques de l'équipe : la maitrise de la langue française est obligatoire pour toute l’équipe. Certains interlocuteurs en RCA ne maitriseront pas la langue française et à ce titre, l’équipe –si elle ne prévoit pas d’expert local maitrisant le Sango - doit envisager de recourir à des interprètes.

Il est attendu que le/la Team Leader soit un expert de catégorie I. Il/elle doit posséder une expertise senior en évaluation démontrable et cohérente avec les exigences de cette mission. Dans le cas où l’équipe proposée comporte plusieurs experts de catégorie 1, il importe que le/la Team Leader fournisse pas moins de 30 jours ouvrables, don’t au moins 20 sur le terrain.

INCOM is looking for:  1 Researcher who will provide advuce on the issues of resilience of education, training, skills development and support to employment systems, hereafter human capital development (HCD) systems. HCD systems are complex environment where educational, skills, economic, labour market policies interact. Identifying schemes and solutions that apply to diverse circumstances would prove far from real; at the same time, the features of resilience in HCD systems are being studied while practices of resilient responses are becoming known and revealing some degree of comparability.

The assignment will be implemented under the ETF FWC Lot 1 and  should address the following main questions:

  1. What key features characterise resilience of HCD systems?
  2. How can the governance of HCD systems help in preparing for and reacting to shocks?
  3. What should HCD systems do to ensure continuity, especially for those most exposed to the risk of being left behind?
  • The languages of the project is English.
  • The expert should have working experience in EU and/or EU neighbouring countries
  • The Expert profile should cover:

*Knowledge of resilience of public policies and public systems in context of crisis and disturbance, such as pandemics, conflicts, disasters, refugees displacement and other extreme events, proven by research and/or teaching and/or policy advice and/or publications.
