Expertise provision on ad hoc basis, to develop and enhance Centres of Vocational Excellence in several areas, based on the needs of the partner country (i.e. through a case-by-case approach).

A non-exhaustive list of potential areas of support under LOT4 :

- Contextualize the European Training Foundation (ETF) tools (ISATCOVE) to meet the needs of the targeted VTIs;

- Benchmark and mapping of similar centres of excellence in the region, comparing the status of the centre with good practices;

- Need assessment and gap analysis based on the self-assessment and other tools;

- Develop a strategy and roadmap (action plan) towards becoming a CoVE, with prioritisation of actions for immediate and long-term impact and with involvement of stakeholders of the VTI;

- Develop strategies and tools to upgrade VTIs;

- Introduce innovative teaching methods;

- Create partnerships with industry leaders (Private sector engagement and mobilization, including resource mobilisation);

- Propose tools and techniques to improve the management of the VTI;

- Introduce monitoring and evaluation tools to measure impact;

- Coaching throughout the trajectory
